Notice of introduction of new trade sanctions against Russia on the import of third country processed diamonds of Russian origin, and the publication ofguidance for businesses.

The UK has introduced additional trade sanctions against Russia.
A summary of the change is provided below.
Imports from Russia
The ban on imports of goods of Russian origin have been extended to cover additional commodity codes within Chapter 7102:
- 7102100000 – unsorted diamonds
- ex 7102310000 – non-industrial diamonds, simply sawn, cleaved or bruted
- 7102390000 - non-industrial diamonds, other than unworked or simply sawn, cleaved or bruted
There are limited exceptions available for import prohibitions which may apply:

9039 | Russian origin diamonds processed in third countries which are smaller than 1 carat (0.2 grams or equivalent in weight). |
9048 | All goods not subject to sanctions, including processed diamonds from third countries which did not originate in Russia. |
9011 | Goods subject to sanction with a Department for Business and Trade Import licence. |
9042 | Goods falling under The General Trade Licence (GBSAN0002). |

Pre-lodged declarations made before 1 March 2024 that arrive after this date will be rejected unless the declaration is amended to include the correct document code.
These document codes will be live in HMRC systems on 1 March 2024.
